Mr. Grainey was Director of the Oregon Department of Energy, a Cabinet agency with a budget of over $250 million per biennium, from 2002 to 2009, and Deputy Director the prior twenty years. He directly advised four Oregon Governors on energy policy. He was Renewable Energy Adviser at the Oregon Business Development Department from 2009 to 2014, where he led Oregon’s recruitment of renewable energy manufacturing companies. He founded his consulting firm in 2014. He has a Juris Doctor (JD) Degree from New York University Law School and an undergraduate degree in English from Gonzaga University in Spokane, Washington. Mr. Grainey is also a Council Member for the Gerson Lehrman Group (GLG). He provides advice to clients of GLG on potential energy investments. He is also a member of the Federation of Integrated Conflict Management (FICM), accredited by FICM as a Representative Neutral to serve as a Mediator, Arbitrator, Negotiator and Ombudsman. He is also a member of business organisations supporting action to address Climate Change. Mr. Grainey has also worked on Climate Change issues as a member of the Oregon State Bar’s Sustainable Future Section, where he serves on the Section’s Executive Committee and on its Climate Change Committee. He has also been one of the organisers for the last two annual Call to the Bar Conferences of Lawyers Committed to Addressing the Climate Emergency. He spoke at their national conference in April 2018 in Washington, DC on the State of Oregon’s actions to address Climate Change. He also spoke at a follow up program in July 2019 to the annual conference held in April of 2019. Mr. Grainey has spoken at many other conferences on energy policy. Recently, he spoke on the Biden Administration’s energy policies to address Climate Change at the Oregon State Bar’s Conference on Law & Sustainability in April 2021, at the University of Oregon Law School’s Green Business Initiative on electric automotive innovation also in April 2021 and on federal energy policies at the Green Transportation Summit & Expo in Tacoma, Washington in August 2021. He has also published numerous papers in law reviews and in conference proceedings of renewable energy organisations. His most recent paper on federal energy policies was filed in the 2020 proceedings of the Geothermal Resources Council (now Geothermal Rising) annual meeting. About Michael W.
