ABOUT MICHAEL GRAINEY Michael Grainey, the Principal of the firm, has more than thirty years of experience in senior management positions on energy policy with federal and state agencies. Mr. Grainey was Director of the Oregon Department of Energy, a state Cabinet agency with a budget of over $250 million per biennium, from 2002 to 2009, and Deputy Director the prior twenty years. He directly advised four Oregon Governors on energy policy. He was Renewable Energy Advisor at the Oregon Business Development Department from 2009 to 2014, where he led Oregon’s recruitment of renewable energy companies. He founded his consulting firm in 2014. Upon graduating from law school, he first worked for the US Nuclear Regulatory Commission for seven years as a trial counsel on nuclear power plant licensing cases, rising to the position of Deputy Assistant Chief Hearing Counsel. He has a Juris Doctor (JD) Degree from New York University Law School where he was a Root-Tilden Scholar. He received an undergraduate degree in English in the Honors Program from Gonzaga University in Spokane, Washington. Mr. Grainey is also a Council Member for the Gerson Lehrman Group (GLG). He provides advice to clients of GLG on potential energy investments. He is also a member of business organizations supporting action to address Climate Change. Mr. Grainey has also worked on Climate Change issues as a member of the Oregon State Bar’s Sustainable Future Section, where he serves on the Section’s Executive Committee. He has also been one of the organizers for Call to the Bar Conferences of Lawyers Committed to Addressing the Climate Emergency. He has spoken at their national conferences. Mr. Grainey has spoken at many other conferences on energy policy. Recently, he spoke on the impact on Climate Change and clean energy expansion caused by the Inflation Reduction Act of 2022 and the Infrastructure Investment and Jobs Act of 2021 at the Oregon State Bar’s Conference on Law & Sustainability, and at the Green Transportation Summit & Expo in Tacoma, Washington. He has provided frequent consultation services on the impact of these two laws. He has also published numerous papers in law reviews and in conference proceedings of renewable energy organizations.
